GOVERNMENT

The body of persons that constitutes the ruling authority of a political system, headed by a chief executive. Operationally, a government begins when the mandate of the chief executive starts (elected or reelected; appointed or re-appointed) and it ends when the chief executive steps down (regularly or irregularly).

Portfolio-coalition government

Coalition government supported by an explicit legislative coalition with representation in the cabinet. It relates to the partisan compositions of the cabinet.

Floor-coalition government

Coalition government supported by an explicit legislative coalition without representation in the cabinet. It relates to the partisan composition of the legislature.

Single-party government

Government supported by the explicit legislative support of a single political party.

Non-party      government

Government with no explicit partisan legislative support.

CABINET

The set of government departments’ chiefs and high ranked advisers to the government chief.

Inaugural cabinet

The cabinet at the moment the chief executive starts her/his mandate.

Portfolio allocation

Process of assignation of ministerial agencies to ministers.

Portfolio design

Creation, elimination, and/or modification of ministerial agencies.

PROFILES

Strict partisan

Minister with strong and active membertship to a political party.

Soft partisan

Minister with weak and/or passive membership to a political party
